Terms of service
Short, and written to be read. If your legal department needs these replaced with your own contract language, send it — that is the normal way a government buys software and we are not going to argue about a click-through.

What the service is
GovAccess performs automated accessibility assessments of public websites and produces derived, more readable versions of documents found on them or uploaded to it. You give us a website address or a file; we give you findings, a prioritized plan, and — on accounts that include it — converted documents.
What it does not claim
This is the clause we care most about. Nothing this service produces is a determination that you comply with the ADA, Section 508, WCAG or any other standard, and nothing it produces is legal advice. An automated assessment finds a subset of real accessibility barriers; the rest need a person.
Where the product makes a judgement — whether a document is within the scope of the Title II rule, which supplier a finding belongs to, what a form field should be called — it shows the evidence it used, because those are inferences and not facts. Decisions with legal consequences are yours and your counsel’s.
What you are responsible for
- That you are entitled to have us scan the website you submit, and to have us process the documents you upload.
- Keeping access to your account with the people who should have it. Sign-in is a code sent to an email address, so that address is the account.
- Not using the service to scan systems you do not control or have permission to assess.
Paying for it
- We invoice you. The invoice states its own due date — net 30 unless we have agreed otherwise with you in writing — and can be paid by bank transfer or card.
- Nothing renews or is charged automatically. When a term ends we invoice the next one or we do not; there is no charge you have not already agreed to. Card and bank details are typed on Stripe's page and never reach us; Stripe may keep them on file for your next payment.
- The price on your invoice is the price you were quoted. If we change our published prices, anybody already invoiced against the old number keeps it for that term.
- Each plan carries stated figures — pages per scan, documents opened, documents converted in a month. We tell you yours when you ask. A scan reaches no further than its own two; a monthly figure is what your plan states, not a limit the product stops at. Prepaid credits are the one exception: work your balance cannot cover is refused before it starts, never charged afterwards.
Who owns what
- Your website content, your documents and the reports we produce about them are yours. We claim no rights over them and we do not use them to train anything.
- The software, and the way it scores and prioritizes, are ours.
- We would like to name you as a customer. We will ask first, and no is a complete answer.
Ending it
You can stop at any time; we will not invoice a term you have not agreed to. Tell us and we will delete your assessments, documents and findings — see privacy and data handling for what we hold. If we ever decide to stop offering the service, we will tell you well before your term ends and refund the unused part of anything already paid.
Everything else
MissionLayer Systems LLC provides this service as it is described here and on the rest of this site. We do not warrant that a scan will find every accessibility barrier on your site, and you should not buy it on that basis — we say plainly, in the product and here, that automated testing does not.
